A need for reform in the Russian social services scheme
The Russian government started an administrative reform in the early 2000s in order to hand over some of the social services to market forces. Until recently, there has not been a sufficient and sustainable link between governmental/municipal organisations and NGOs regarding the provision of social services to beneficiary groups. In this framework, the project is supporting the government and contributing to the achievement of its reform plans.
The main ambition is to change behavioural patterns of social sector staff and open minds towards understanding the need for change and the advantages of innovative approaches to social services provision.
