Over 800,000 euros for three new cross-border projects in Estonia, Latvia and Russia

Medical counselling, cultural cooperation, and socio-medical support to tackle HIV – the first three contracts have been signed for cross-border projects accepted under the 1st Call for Proposals of the EU-funded Estonia-Latvia-Russia ENPI CBC Programme.
The first project, “Improving availability of medical information and counselling” aims to increase the availability of medical advice via telephone, Internet and other means, by using ICT solutions (algorithm-based counselling software and Counselling Centre). Along with decreasing the workload of family doctors and reaching people without medical insurance, the new system guarantees readiness for crises and epidemic situations. The project has a duration of 27 months and a budget of €333,330. It aims to reach over 2.5 million residents of Russia and Estonia.
The second project, “Border light”, aims to improve the culture relations between Latvia and Russia through organising educational and cultural events. Among them is the cultural exchange between Latvian and Russian amateur theatres; organisation of training seminars; 2 theatre festivals; publishing a book; and providing sound and light equipment to ensure quality performances. The Project duration is 1.5 years and the total budget stands at €161,602.
The third project “Reduction of social consequences of an HIV spread in Estonia and Leningradskaya oblast of Russia” is tackling HIV in border territories of Estonia and Russia, which demonstrate the highest rate of HIV prevalence in Europe. The project provides HIV-related long-term socio-medical assistance and support, development and introduction of joint measures for reduction of negative impact of HIV on society and better socialisation of the HIV+ population. Over 25,000 people (more than 17,500 in Russia, 7,353 in Estonia) are expected to benefit from the project with a duration of two years and a budget of €364,943.
The contracts were signed by the by the Joint Managing Authority of the Estonia-Latvia-Russia ENPI CBC Programme and the project’s Applicants during the programme’s Annual Conference and Contact Forum ‘Strategic Cooperation – United by Borders’, which took place in St. Petersburg earlier this month.
The objective of the Estonia-Latvia-Russia CBC Programme is to promote joint development activities for the improvement of the region’s competitiveness by using its potential at the crossroads between the EU and Russia. Specifically, it aims to make the wider border area an attractive place for both its inhabitants and businesses through activities aimed at improving living standards and investment climate.
