Moldova cleared to move to second phase of its Visa Liberalisation Action Plan

The European Commission has issued a report about Moldova’s implementation of visa liberalisation action plan, it announced this week. According to the report’s conclusions, the Commission considers that Moldova “has met all benchmarks of the first phase of the Visa Liberalisation Action Plan (VLAP) and that the assessment of the benchmarks under the second phase of the VLAP can therefore be launched”.

 
The action plan sets out all the technical conditions to be met by Moldova before the possible establishment of a visa-free travel regime between the EU and Moldova.
 
The EU-Moldova Visa Dialogue examining the conditions for visa-free travel for Moldovans to the EU was launched on 15 June 2010. The Action Plan was presented to the Moldovan authorities by the Commission on 24 January 2011. It sets a series of benchmarks for Moldova on four blocks of relevant issues, regarding both the adoption of a legislative and policy framework, and its effective implementation. The report has ‘general assessment’ and ‘detailed comments’ sections for each block.
 
The four blocks are as follows:
 
Block 1: Document security, including biometrics;
Block 2: Irregular immigration, including readmission;
Block 3: Public order and security;
Block 4: External relations and fundamental rights.
 
In its conclusion, the report says that the Commission will continue to coordinate the monitoring of the legislative and policy framework in the subsequent steps of the dialogue with a view to assessing whether the necessary implementing regulations, under the four blocks of the Action Plan, are effectively adopted and implemented.
 
“Moreover, the Commission will pay particular attention to the fact that appropriate and necessary financial and human resources will be allocated by the Republic of Moldova for the implementation of the mentioned legislative acts and their implementing regulations,” it says.
