Service Procurement Notice: Eastern Partnership Culture Programme Monitoring and Capacity Building Unit
20-05-2010The Service Procurement Notice (EuropeAid/129262/C/SER/MULTI) for the Regional Monitoring and Capacity Building Unit for the Eastern Partnership Culture Programme has been published by EuropeAid.
The Regional Monitoring and Capacity Building Unit (RMCB Unit) will contribute to the impact of the programme and enhance regional cooperation.
The programme encompasses the entire cultural sector, including cinema and the audiovisual sector, contemporary arts, tangible and intangible heritage, as well as support to heritage conservation projects.
The specific objectives are as follows:
1) capacity building to public institutions and the cultural sector of the Eastern Partnership countries; information and advisory role to encourage participation in the programme by all relevant organisations; provide technical assistance to the public authorities (namely Ministries of Culture as well as local authorities) to formulate inclusive cultural policies and to develop a legal and regulatory framework for the cultural sector; provide capacity-building and training to address the identified skills shortages in the cultural sector (including provision of comparative studies and diagnostics on cultural policy); organising culture policy exchanges seminars and workshops.
2) monitoring, coaching and coordination of the projects selected through the call for proposals; ensure monitoring, guidance, technical support coordination and visibility of the projects selected from the call for proposals, in order to develop complementarities and synergies between cultural actors and initiatives in the region; set performance indicators, providing training on evaluation tools, measuring the projects' progress and impact; encourage regional networking and develop the regional dimension of the Eastern Partnership culture programme.
The indicative budget for the contract is €3 million. The provisional commencement date is November 2010 and its initial period of implementation is 48 months.
Participation is open to all natural and legal persons participating in a grouping (consortium) of candidates established in an EU Member State or in a country or territory of the regions covered by the specific instrument applicable to the programme under which the contract is financed. It is also open to international organisations.
