Service contract forecast for €5.5 million TRACECA Logistics Processes and Motorways of the Sea II project

The European Commission has published a forecast for a €5.5 million individual service contract for Logistics Processes and Motorways of the Sea II as part of the TRACECA Regional Transport project under the ENPI East Regional Programme 2010. The publication reference of the forecast is EuropeAid/130367/C/SER/Multi.
The project is intended to promote integrated, efficient and intermodal freight transport connections underpinning maritime transport links between the TRACECA countries and the EU and within the TRACECA corridor itself. This should result in the establishment of efficient and integrated intermodal transport chains underpinned by Motorways of the Sea integrated multimodal links that foster the trade relations between the countries involved promoting the concept of integrated logistics chain. To achieve this, the project will build upon the process which has been initiated under the previous TRACECA Logistics and Motorways of the Seas contracts.
The forecast says major bottlenecks are hampering maritime services and fragmenting logistics chains, in particular:
- long waiting times in ports due to burdensome administrative procedures
- insufficient/irregular calls of shipping lines
- inappropriate lay out of ports area which cannot accommodate the storage of a large number of trucks and/or containers
- lack of operational logistics platform to efficiently serve the hinterland.
Whereas in the previous contract the focus was mainly on maritime and port operations, this project will have to focus in addition on the port hinterland connections and the efficient integration of the rail and road operations in the integrated logistic chains enabling an optimal modal split securing access to and from the sea across sustainable logistic corridors, in accordance with applicable rules of international law.
The indicative budget for the contract is €5.5 million and the intended timing of publication of the procurement notice is September 2010. (ENPI Info Centre)
