Call for proposals: €6 million available for cross border projects in Russia, Estonia and Latvia

The Estonia-Latvia-Russia Cross Border Cooperation Programme has launched a €6 million call for proposals, supporting joint development activities for the improvement of the region’s competitiveness by using its potential and beneficial location on the crossroads between the EU and Russia.
This is the programme’s second call for proposals, and it was launched by its Joint Managing Authority, the Ministry of Environmental Protection and Regional Development of the Republic of Latvia.
The Programme has three priorities:
1 Socio-economic development - Priority is dedicated to strategic development of border regions’ competitiveness through support to business and labour market development, improvements in communication networks and exploring region’s potential for tourism as well as maintaining efficient and safe borders.
2 Common challenges - Priority aims at addressing common problems and initiating and continuing joint actions in the areas of common interest on both sides of the border.
3 Promotion of people to people cooperation - Priority is focusing on small scale activities for improving the cooperation of the border region supporting a wide range of activities to be performed by regional and local municipalities and various actors of the society, which have been identified as being of crucial importance to a more integrated region.
The Programme covers the following areas:
Estonia: Kirde-Eesti, Lõuna-Eesti, Kesk-Eesti; Põhja-Eesti
Latvia: Latgale, Vidzeme; adjoining areas: Riga City and Pieriga
Russia: Leningrad region, Pskov region, St.-Petersburg
Eligible partners for projects are national, regional and local public authorities; associations; public equivalent bodies; NGOs; educational organisations, small and medium enterprises. Each project shall involve at least one partner located in the Programme area in Russian Federation, and at least one partner located in the Programme area in Estonia or/and Latvia.
The available budget for projects under 2nd Call for Proposals is just over €6 million. Grants for projects must fall between €50,000 and €1 million for priorities 1 and 2, and between €10,000 and €200,000 for priority 3.
The maximum duration of a project may not exceed 24 months and the project has to end on 31 December 2014 at the latest.
The deadline for submission of concept notes is 27 February 2012.
The objective of the Estonia-Latvia-Russia CBC Programme is to promote joint development activities for the improvement of the region’s competitiveness by using its potential at the crossroads between the EU and Russia. Specifically, it aims to make the wider border area an attractive place for both its inhabitants and businesses through activities aimed at improving living standards and investment climate.
