Applying risk analysis to border management: EU border mission organises training session for customs officers in Odessa

The EU Border Assistance Mission to Moldova and Ukraine (EUBAM) last week delivered training in Odessa on risk analysis and anti-smuggling to officers from the State Customs Service of Ukraine, with a view to introducing participants to EU best practices and the application of risk analysis to border management.
 
A customs expert from the EUBAM Field Office in Chisinau and a Border Guard Risk Analysis Specialist provided the training on risk awareness and risk management at a practical level. The theoretical part of the training was devoted to the introduction of the main principles of risk analysis and the application of risk analysis to border management. A similar training event will be carried out for the Customs Service of the Republic of Moldova on 15 February in Chisinau.
 
This week, EUBAM is conducting an ‘i2’ analyst software training over five days for 10 officers from the Anti-Smuggling, Risk Analysis and Anti-Corruption Department of the State Customs Service of Ukraine.
 
The software aims at empowering government, law enforcement agencies and private sector businesses to investigate, predict, prevent and disrupt the world’s most sophisticated criminal threats including cross-border economic crimes. These analytical tools deliver powerful visualization and analysis capabilities coupled with advanced data access functionality – helping to spend less time managing and processing information, and more time on performing analysis. The i2’s analysis solutions are the de facto standard for intelligence development and analysis in many countries.
 
The application of i2 Analyst software is currently being expanded to almost all the units of the Anti-Smuggling, Risk Analysis and Anti-Corruption Department in Ukraine. Two specialists from the Central Anti-Corruption Bureau of the Republic of Poland are currently assisting EUBAM in this endeavour. This follows the signing of a Joint Statement of Cooperation between EUBAM and the Bureau in Warsaw last December.
 
The EU Border Assistance Mission to Moldova and Ukraine (EUBAM) contributes to the delivery of good quality border and customs services to the citizens and companies of Moldova, Ukraine and the European Union.
