Energy programme publishes regulatory textbooks on key themes

A series of energy regulatory textbooks covering four main themes have been produced for the EU-funded INOGATE energy programme and are available for download from their website. They have been compiled following the completion of the INOGATE project entitled 'Capacity Building for Sustainable Energy Regulation in Eastern Europe and Central Asia'.

 
The themes are: Renewable Energy Regulation; Regulatory Implication of Energy Efficiency Policies; Vulnerable Customers and Possible Support Schemes; and Regulatory Implication of District Heating.
 
The aim of the textbooks – available in English and Russian – is to present a good overview of the relevant policies of the European Union (regulation, directives and targets), national action plans, and case studies if available – together with applicable policy instruments. In particular, the text tends to focus on possible regulatory concepts and regulatory tools.
 
The publications focus on the possible barriers when implementing these policies in countries with transition economies and on the potentials for removing these barriers.
 
INOGATE is an EU-funded programme promoting international energy co-operation between the European Union and the Partner Countries of Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Ukraine and Uzbekistan. It works to support the EU policy frameworks of the Baku Initiative, the Eastern Partnership – Energy Security Platform and the Energy Community. (ENPI Info Centre)
