Together against disasters: EU funded prevention programme trains managers in chemical industry safety

 

A study tour for disaster managers from ENPI Partner Countries is being organised this week in Warsaw, Poland, as part of the EU funded Programme for the Prevention, Preparedness and Response to man-made and natural disasters in the ENPI East Region (PPRD East).
 
A press release said the aim of the study tour was to get familiarised with the EU Directive on the control of major accident hazards involving dangerous substances (Seveso II Directive).
 
Twelve participants who are involved in their home countries in developing and implementing legislation related to hazardous enterprises, inspection of such enterprises and supervision of implementation of the legislation, will receive basic knowledge about obligations of national authorities and enterprises deriving from this directive.
 
The study tour is organised in cooperation with the Polish Main School of Fire Service that will present cases of risk assessment and planning and discuss with the participants practical examples of actual incidents.
 
Participants will visit two Seveso II sites near Warsaw and will be briefed by the site operators on how the owners of the enterprises cooperate with national authorities in matching requirements imposed by law. At a workshop, the participants will present their national systems of chemical industrial safety and share experiences with colleagues from the Partner Countries and Poland in view of further approximation of national legislation with the EU.
 
The PPRD East working plan foresees organisation of study tours on various topics related to disaster management, which will enable representatives of all six Partner Countries to get deeper knowledge of the EU legislation, its implementation and best practices of prevention and preparedness activities in the EU Member States.
 
The Seveso II Directive on the control of major accident hazards involving dangerous substances is a European Union law aimed at improving the safety of sites containing large quantities of dangerous substances.
 
The €6 million Eastern Partnership flagship initiative for the Prevention, Preparedness & Response to natural and man-made Disasters (PPRD East) aims at contributing towards achieving peace, stability, security and prosperity in the Eastern ENPI region and at protecting the environment, the population, the cultural heritage, the resources and the infrastructures by strengthening the countries' resilience, preparedness and response to man-made and natural disasters.
