€19 million for Eastern migratory routes under Call for Proposals on migration and asylum cooperation

The European Commission has issued a Call for Proposals providing €19 million for migration and asylum cooperation along Eastern migratory routes, covering partners in the ENPI East.

 
The proposed actions are part of a broader Call for Proposals (EuropeAid/128764/C/ACT/Multi) covering all countries, published under the European Commission’s ‘Thematic Programme of cooperation with third countries in the areas of migration and asylum’.
 
 
The general objective of the thematic programme is to help third countries better manage all aspects of migratory flows in all their dimensions. The overall indicative amount made available under this call for proposals is €70 million over two years.
 
At thematic level, the programme covers the major areas of action corresponding to the main facets of the migratory phenomenon. It is designed in particular to:
 
  • foster the links between migration and development;
  • promote well-managed labour migration;
  • fight illegal immigration and facilitate the readmission of illegal immigrants;
  • protect migrants’ rights, protect them against exploitation and exclusion, and support the fight against trafficking in human beings;
  • promote asylum and international protection of refugees.
 
The programme is particularly well-suited to support capacity‑building and cooperation initiatives in which partners of countries of origin, transit and destination develop and share experiences and working methods on the various aspects of migration. It is based on a geographical approach, adjusted to the “migration route” concept.
 
In this context, one of the programme’s six lots is dedicated to countries of the ENPI East, as well as Central Asia.
 
Lot 2: ‘Eastern migratory routes (Eastern Europe, South Caucasian and the Central Asia Republics)’ has an indicative allocation of funds of €19 million, €11 million for 2009, and €8 million for 2010, subject to adoption of the 2010 budget.
 
The lot is broken down into four sub-lots as follows:
 
  • Sub-lot F (€7 million): Support to Eastern Partners (Ukraine, Moldova, Armenia, Georgia and Azerbaijan, with the possibility to consider also Belarus) for the management of migration flows originating from their countries
  • Sub-lot G (€7 million): Support for the implementation of readmission and visa facilitation agreements with Eastern European countries (Ukraine, Republic of Moldova, Russian Federation and Georgia)
  • Sub-lot H (€3 million): Supporting the capacity to treat asylum seekers, refugees and persons in need of international protection, in accordance with the best international standards and practices, to enhance the protection of the rights of migrants, and to assist stranded migrants and victims of trafficking, in Eastern Europe, the Russian Federation and the South Caucasus Region.
  • Sub-lot I (€2 million): Supporting the capacity to treat asylum seekers, refugees and persons in need of international protection, in accordance with the best international standards and practices, to enhance the protection of the rights of migrants, and to assist stranded migrants and victims of trafficking, in the territories of the Central Asia Republics.
 
A further lot, Lot 6: ‘Support for the Development of Mobility Partnerships’, is open to all countries, with a total budget of €4 million.
 
Grants requested for an action under the Call for Proposals must fall between €500,000 and €2 million. The planned total duration of an action may not be lower than 12 months nor exceed 36.
 
The deadline for submission of Concept Notes is 13 November 2009.
