Call for Proposals for actions on ‘Environment, Sustainable Management of Natural Resources, including energy’

A Call for Proposals (EuropeAid/128320/C/ACT/Multi) covering all countries has been published under the European Commission's external aid ‘Thematic Programme for Environment, Sustainable Management of Natural Resources, including energy’.
 
The overall objective of this thematic programme is to integrate environmental protection requirements into the Community's development and other external policies as well as to help promote the Community's environmental and energy policies abroad.
 
In the context of this call, three Priorities areas of the Programme’s thematic strategy will be open:
 
  • Priority 1: Working upstream in assisting developing countries to achieve the Millennium Development Goal on environmental sustainability in decision making and thus underpin achievement of all the Millennium Development Goals by building capacity, supporting the involvement of civil society and developing innovative approaches;
  • Priority 2: Promoting implementation of EU initiatives and internationally agreed commitments on environment and sustainable management of natural resources, including resource efficiency, energy at international and regional level and across national boundaries;
  • Priority 5: Support for sustainable energy options in partner countries and regions.
 
Lots open to all regions including ENPI countries are as follows:
Priority 1 / Lot 1: Promoting environmental sustainability
Priority 2 / Lot 3: Forests
Priority 2 / Lot 4: Forest Law Enforcement, Governance and Trade (FLEGT)
Priority 2 / Lot 7: Desertification
Priority 2 / Lot 8: Fisheries
 
In addition to lots mentioned above, three specific lots target only ENPI countries, these are as follows:
 
Priority 2 / Lot 10: Biodiversity and Climate Change in ENPI countries
Priority 5 / Lot 13: Sustainable energy for the Mediterranean
Priority 5 / Lot 14: Sustainable energy for Eastern European Neighbourhood countries
 
The indicative financial envelope foreseen for this Call for Proposals is €62,650,000 from the 2009 budget. It is expected that this amount will be topped up with the same indicative amount from the 2010 budget subject to approval of the 2010 Annual Action Plan
 
Grants requested for an action under the Call for Proposals must fall between €500,000 and €2.5 million.
 
Priority will be given to innovative actions and actions promoting global or inter-regional or regional or trans-boundary approaches. Cross-border collaboration or international collaboration will be considered as important criteria during the evaluation process.
 
The deadline for submission of Concept Notes is 1 October 2009.
