How can a private company respond to an EC service procurement notice in external cooperation?

What is a call for tender? Who can participate in EU calls for proposals/tender and how? What are the procedures? To answer these questions, EuropeAid is organising a conference in Brussels on 13 October, covering all stages of procurement procedures.
The one-hour conference, at 1pm at the External Co-operation Info Point - Rue de la Loi 41, Brussels (Ground floor), will be addressed in French by EuropeAid legal expert Christos Komninos.
An announcement for the Conference added that since 2009, a new practical guide is in force – described as a unique tool to explain the technical procedures for all external cooperation contracts.
Places are limited and attendance is by registration only.
