OPEN Neighbourhood 2015-2019

The EU Neighbourhood Info Centre portal was set up as one of the main communication tools of the ENPI Information and Communication Support Project, launched by the European Commission in January 2009 to make better known the relationship between the EU and 16 of its neighbouring countries in the East and in the South.

The OPEN Neighbourhood Programme has been launched in November 2015 and aims at building on the achievements of the previous Regional Communication Programme

OPEN Neighbourhood is structured around three complementary projects:
  • two mirror projects communicating results of the EU support in the South and the East of the Neighbourhood:
    • EU Neighbours South - 'Communicating for a stronger partnership: connecting with citizens across the Southern Neighbourhood'
    • EU Neighbours East - 'Communicating for a stronger partnership: connecting with citizens across the Eastern Neighbourhood'
  • one project for the whole Neighbourhood focusing on the training of journalists and media specialists: 'Media Hub: Networking, on-the-job training  and support to media professionals across the EU Neighbourhood area (Media Hub project).
The Programme is funded by the Directorate-General for Neighbourhood and Enlargement Negotiation (DG NEAR) of the European Commission. DG NEAR is in charge of implementing assistance actions in Europe's eastern and southern neighbourhood, supporting reform and democratic consolidation, and strengthening the prosperity, stability and security around Europe. DG NEAR helps to promote EU values, policies and interests in the region, and contributes to the development of a special relationship between the EU and its neighbouring countries.

As its predecessor programme, OPEN Neighbourhood seeks to raise awareness, increase knowledge and understanding of Euro-Mediterranean cooperation on the one hand, and the Eastern Partnership on the other.

A full-fledged portal is currently being developed and is planned to go live in the first semester of 2016. A new range of communications products will be available, highlighting policy issues and cooperation on the ground, while at the same time supporting the communication and visibility efforts of EU Headquarters, Delegations and funded projects active in the Neighbouring partner countries.
