Service procurement notice for €3million project for high-quality studies in support of Eastern Partnership and Black Sea Synergy

The European Commission has published a service procurement noticefor a €3 million contract for providing high-quality studies to supportactivities under the Eastern Partnership and Black Sea Synergy. The publication reference of the forecast is EuropeAid/132574/C/SER/Multi.
The overall objective of this project is to provide short-term expertise which can be mobilised at very short noticein order to carry out various studies (mapping studies, pre-feasibility studies, feasibility studies, evaluations,needs assessments, policy recommendation reports, etc.).
More specifically, these studies are expected to cover a range of topics including:
- democracy, good governance and stability (e.g. human rights, public administration reform, fight againstcorruption, border management, migration and asylum, functioning of the judiciary);
- economic integration and convergence with EU policies (e.g. macroeconomic policy, fiscal policy, trade,employment, transport, health and sanitary issues);
- environment, climate change and energy;
- contacts between people (education, youth, culture, research, information society).
Studies should support the activitiesof the Eastern Partnership platforms and panels and the Black Sea Synergy partnerships. Each individualassignment will be based on specific terms of reference (ToRs) describing in detail its objectives and requiredoutputs.
The maximum budget for the contract is €3 million. No applications or requests for information should be sent at this stage.(ENPI Info Centre)
