Disaster managers from Eastern Partner countries visit Poland to learn about EU law relating to hazardous enterprises

Twelve disaster managers from six Eastern Partner countries took part in a study tour to Poland earlier this year, organised together with the EU-funded programme for the Prevention, Preparedness and Response to Man-made and Natural Disasters in the ENPI East region (PPRD East Programme) and the Polish Main School of Fire Service.
 
The main aim was to familiarise specialists responsible in their authorities for developing and/or implementing legislation on hazardous enterprises and/or for inspection of such enterprises, with the EU Directive on the control of major-accident hazards involving dangerous substances (Seveso II Directive) and with the EU requirements on Seveso sites.
 
During the study tour, participants received basic knowledge about the Seveso II Directive and the obligations of national authorities and enterprises arising from this directive. Lecturers from the Polish Main School presented cases of risk assessment and planning and discussed practical examples of actual incidents with the participants.
 
Participants visited two Seveso II sites near Warsaw, a fuel storage facility of the leading Polish operator of fuel logistics (OLPP) and a chemical plant DJCHEM Chemicals Poland S.A. At both sites, they were briefed by the site operators on how the owners of the enterprises cooperate with national authorities to meet the requirements
imposed by law. At a workshop, the participants presented their national systems of chemical industrial safety and shared experiences with colleagues from the partner countries and Poland to develop practical solutions for the most vital problems.
 
The Seveso II Directive on the control of major-accident hazards involving dangerous substances (as amended) is a European Union law aimed at improving the safety of sites containing large quantities of dangerous substances.
 
The Eastern Partnership flagship initiative for the Prevention, Preparedness & Response to natural and man-made Disasters (PPRD East) aims at contributing towards achieving peace, stability, security and prosperity in the Eastern ENPI region and at protecting the environment, the population, the cultural heritage, the resources and the infrastructures by strengthening the countries' resilience, preparedness and response to man-made and natural disasters.
