EU-Moldova 2011: good progress across the board

Despite some delays in the adoption of important legislation and some implementation problems, Moldova has made good progress in almost all areas of the ENP Action Plan (AP). This is one of the main conclusions of the Country Report on how EU-Moldova relations evolved between 1 January and 31 December 2011 released on 15 May 2012 by the European Commission. The report includes recommendations on how Moldova can step up the implementation of the AP.
 
“Negotiations on a future EU- Moldova Association Agreement continued at good pace,” the report says in particular, leading to a decision by the EU to launch negotiations on the establishment of a Deep and Comprehensive Free Trade Area (DCFTA).
 
Among other achievements, the report singles out Moldova’s steps towards becoming a functioning market economy, as well as preparations for some large-scale privatisations - another Action Plan priority, with the country topping the list of reformers in the World Bank’s ‘Doing Business’ Report 2012. “However the business and investment climate remains difficult,” the report says.
 
Moldova has made important headway in the implementation of the first phase of the action plan on visa liberalisation, the report says, and a “promising step” towards the peaceful resolution of the Transnistria within the ‘5+2’ format.
 
The report comes up with a number of recommendations, in particular inviting Moldova to:
 
•       Step up efforts to implement the justice and law enforcement reform strategies;
•       Engage pro-actively in a pragmatic dialogue with Tiraspol;
•       Step up the reform of public administration;
•       Accelerate the privatisation process;
•       Finalise the remaining steps under the first phase of the EU-Republic of 
Moldova action plan on visa liberalisation etc.
 
The Moldova Progress Report is part of a set of documents released by the EU in the framework of its annual assessment of the European Neighbourhood Policy.
 
The package also incudes reports on progress in relations between the EU and its other Neighbours in the East (Armenia, Azerbaijan, Georgia and Ukraine), the Report on the Eastern Partnership (EaP) activities in 2011, which takes stock of the progress in implementation of the EaP, and the Roadmap to the autumn 2013 EaP Summit, which sets out the objectives to be pursued in the near future and the expected achievements.
