The People Behind the Projects

Since the launch of the ENP, the EU has been supporting its neighbouring countries in their drive to carry out profound systemic reforms. In particular, a tool-kit of three powerful instruments was developed to help them build modern and competent public administrations that would put these reforms into practice, says Jorge De La Caballería, at the time responsible for the implementation of Multi-country programmes for Neighbourhood countries at the European Commission. The three instruments are Institutional Twinning, TAIEX and SIGMA.
