ETF support for new EU programme to improve youth employability in Algeria

 

The European Training Foundation (ETF) has provided technical support to help design a new EU programme that aims to enhance the employability of young people in Algeria. The €23.5 million Youth-Employment Support Programme, approved by the European Commission in November, is due to start work at the beginning of 2012.
 
“The new programme will use the already existing institutions and measures, identifying new ones, to boost the employability of youth and help them enter labour market,” said ETF expert Gérard Mayen in a press release. The ETF contribution comes at the request of the EU Delegation in Algeria.
 
The programme, aimed at supporting the development and the implementation of national policies to promote youth employment in Algeria, will help build the capacity of the stakeholders in charge of implementing youth policy by reinforcing inter-sector synergies, and improve the coordination of various employment measures targeting youth, including education and training, microcredit schemes, support for self-employment, and assistance to unemployed graduates.
 
“It’s the first programme in the South Mediterranean region, which is based on the idea of ‘inter-institutionality’,” said Mayen, adding that, “It is not about supporting a single ministry, there are different partners, including Ministry of Youth, Ministry of Vocation Education and Training, Ministry of Labour, social partners, etc.”
 
In Algeria, as in other North African countries, youth unemployment is one of the main social problems, with people under 35 making up 75% of the population. This new support programme, funded with the support of the EU, is part of the Commission’s response to the aspirations of the people and countries of North Africa as outlined in the Commission’s communication ‘A Partnership for Democracy and Shared Prosperity with the Southern Mediterranean’.
 
Underscoring the role of the ETF in this process, Mayen said: “For the ETF it is also a good opportunity to maintain concrete work in the country. We hope to have Algeria on board in the second round of Torino Process in 2012.”
