L’appui budgétaire  de l’UE n’est pas un don. Il s’agit d’un contrat mutuellement accepté ayant pour but de soutenir les réformes dans un secteur approuvé d’un commun accord, explique Luca Oriani Vieyra, responsable de l’appui budgétaire, de la politique macro-fiscale et de la coordination générale avec les institutions financières internationales au sein du Département en charge du voisinage à la Commission.
