European Neighbourhood Instrument 2007-2013 – Overview of Activities and Results

The European Neighbourhood and Partnership Instrument (ENPI) was created as a successor to the co-operation programmes TACIS (for the Eastern European countries) and MEDA (for the Mediterranean countries), with enlarged objectives and an increased budget. It was operational from January 2007, and its programming phase ended in January 2014, when it was replaced by the European Neigbourhood Instrument (ENI).
 
The main purpose of the ENPI was to create an area of shared values, stability and prosperity, enhanced co-operation and deeper economic and regional integration by covering a wide range of co-operation areas. 
 
The objective of this document is to look at the major achievements and results of the ENPI, even though some programmes and projects are still ongoing.
