EU-funded programme to support the development of underprivileged regions in Tunisia

The EU and the International Labour Office (ILO) last week signed a contribution convention for €6.5 million over three years, for the implementation of the first part of a support programme to underprivileged areas in Tunisia (PAZD) which will mobilize a total budget of €20 million. The PAZD supports the democratic transition in Tunisia through the reduction of social inequalities and regional disparities in underprivileged areas.
The convention was signed by EU Head of Delegation Adrianus Koetsenruijter, and Mr. Jürgen Schwettmann, director of the department of Partnerships and Cooperation Development at the ILO, in the presence of Tunisian Minister of Regional Development and Planning Jameleddine Gharbi.
Thanks to the European funding, the International Labor Office, which is in charge of implementing the first component of the PAZD, will support capacity building of the ministry of Regional Development and Planning at central and regional levels. It will also develop concrete actions such as job creation and reintegration programmes. This component will start in April this year.
The concrete actions to develop in the first component will seek the creation of jobs through:
1) public infrastructure projects that employ a low-skilled workforce, identified by the ministry and the population;
2) activities that facilitate the long-term insertion into the labour market of young unemployed women and men, and particularly young people with no qualifications, in five governorates (Gafsa, Kasserine, Le Kef, Sidi Bouzid and Siliana) identified as the most underprivileged.
The activities of the first component will be coordinated with those of the other PAZD components and particularly the one related to the improvement of living conditions in underprivileged urban neighbourhoods. It will facilitate also the access to micro finance services for underprivileged people who cannot fund their projects through the traditional banking system. These micro finance services are developed in PAZD’s third component. (ENPI Info Centre)
