From hostage taking to degenerating demos: Euromed Police meeting examines quick interventions on unexpected events

Twenty delegates from Algeria, Egypt, Jordan, Lebanon, Morocco, the Palestinian Authority and Tunisia attended an information session on “Quick interventions on unexpected events” organised by the EU-funded project Euromed Police III from 5 to 7 June in Logroño (Spain).
 
During the information session, participants were informed about the different kinds of unexpected events: extremists with improvised explosive devices (IED), extremists with hostages, deranged individuals with weapons, violent organised urban groups, degenerating demonstrations, etc. They studied, through real cases commented by experts from EU and South Mediterranean countries, the different ways of coping with such events including negotiation as far as possible, intervention techniques and equipment as far as necessary, elaboration of the legal background and notably the adequate judicial supervision in order to ensure that human rights are respected in all interventions.
 
Participants attended several demonstrations organised by the Spanish Guardia Civile including an emergency medical assistance after a terrorist bomb attack, reaction to an attack on an official convoy, how to disperse an unauthorised demonstration without using force, and through a debate with the Spanish professionals, how to draw the lessons from these demonstrations.
 
Euromed Police III aims to enhance the professional capacities of the Police/Security services of the Southern Mediterranean countries as well as to develop international police cooperation, between EU member States and Southern Mediterranean countries as well as between Southern Mediterranean countries themselves in the field of combating major aspects of organised crime (terrorism, drugs-trafficking, trafficking in human beings, financial crime, cybercrime, weapons trafficking, smuggling and counterfeiting, risks induced by big events, etc.).
