Education and training experts stress importance of skills needs analysis

 

Better developed skills needs analysis would allow improved policy and targeting of resources in the EU's Southern Neighbourhood: this was a recurrent theme throughout a meeting of education and training experts from national authorities, civic society and business support organisations held in Brussels by the European Training Foundation (ETF) last month.
 
The experts were meeting to prepare an upcoming enterprise policy assessment for the EU Southern Neighbourhood region.
 
The ETF’s Aziz Jaouani recommended that the countries consider taking a more strategic approach to data gathering and consolidation on small business skills by introducing a specific indicator on skills needs analysis in the next policy assessment. Details on a next policy review in the Southern Neighbourhood region will be discussed in Brussels on 10-11 July.
 
The ETF supports the European Commission in undertaking enterprise policy reviews in its partner regions under the auspices of the Small Business Act for Europe and the Euro-Mediterranean Charter for Enterprise in the Southern Neighbourhood. The Euro-Med Charter for enterprise comprises indicators designed to support ETF partner countries in establishing comprehensive policies and support structures to promote lifelong entrepreneurial learning development and improved manpower in the small business environment.
 
During the meeting, the case for businesses taking more ownership of the skills development agenda and particularly work-based learning was put by Dieter Dohmen from Germany while Houria Nadifi of Morocco reminded delegates that a reinforced entrepreneurship drive in all countries needed a better engagement of women.
 
The European Training Foundation is an agency of the European Union established to contribute to the development of the education and training systems of the EU partner countries. With an annual budget of €18 million, its mission is to help transition and developing countries to harness the potential of their human capital through the reform of education, training and labour market systems in the context of the EU's external relations policy.
