Heritage Economics and Conservation Funding: Euromed Heritage publishes workshop recommendations
03-09-2010
The EU-funded programme EuroMed Heritage IV has published a series of recommendations in the area of "Heritage Economics and Conservation Funding" following a workshop organised in Damascus, Syria in June 2010 with the objective of considering the modalities for a development of the heritage in a perspective of sustainable human development.
The recommendations focused on four points: the economic value of heritage, conservation funding, international cooperation and follow up of the workshop. The recommendations strongly encourage the organization of training workshops focusing on funding issues for heritage professionals and other financial and operating managers in the partner countries,as well as the preparation of pilot projects for the funding and management of museums or sites, or for integrated rehabilitation, based on economic analysis methods enabling the evaluation of returns on investments, and operational monitoring.
The workshop examined various business models, the process of decision making and the accompanying managerial imperatives. It also studies a range of financing techniques for the conservation and enhancement of heritage, with particular attention to forms of public-private partnership.
In addition to representatives from partner countries, the workshop brought together experts from UNESCO, ICCROM, the Council of Europe, the European Investment Bank, the Aga Khan Trust for Culture, the German and the Italian Cooperation and ICOMOS. The proceedings of the workshop will be published in the coming weeks.
EuroMed Heritage IV is a €17 million EU-funded programme which contributes to the exchange of experiences on cultural heritage, creates networks and promotes cooperation with the Mediterranean Partner Countries. It focuses on the appropriation by the local populations of their cultural heritage and favours access to education and knowledge of cultural heritage. It supports a framework for the exchange of experiences, channels for the dissemination of best practices and new perspectives aimed at the development of an institutional cultural environment.
