€74 million call for proposals for cooperation on migration and asylum

The European Commission has published a €74 million call for proposals under the Thematic Programme of cooperation with third countries in the areas of Migration and Asylum (reference: EuropeAid/131088/C/ACT/Multi), with all countries covered by the European Neighbourhood and Partnership Instrument (ENPI) eligible to participate.
The general objective of the thematic programme is to help third countries better to manage all aspects of migratory flows in all their dimensions.
The programme is designed in particular to:
- foster the links between migration and development;
- promote well-managed labour migration;
- fight irregular immigration and facilitate the readmission of irregular immigrants;
- promote migrants' rights, protect migrants against exploitation and exclusion, and support the fight against trafficking in human beings;
- promote asylum and international protection of refugees.
The call for proposals is structured in a way that distinguishes the following regions:
The South - Southern Mediterranean (Northern Africa), Sub-Saharan Africa and Middle East – Total indicative amount 2011-2012 - €35 million
The East - Eastern Europe, (including the Southern Caucasus) and Central Asia – Total indicative amount 2011-2012 - €18 million
Other regions (South, Southeast and East Asia, Pacific, Latin America and Caribbean) – Total indicative amount 2011-2012 - €13 million
Any grant requested for an action under the call for proposals must fall between a minimum amount of €500,000 and a maximum of €2 million. In exceptional cases, the European Commission could fund grant requests higher than €2 million up to a maximum of €5 million.
The initial planned duration of an action may not be less than 12 months nor exceed 36 months.
